The Constitution required 9 states to ratify to begin operation. Of the original thirteen, the New Hampshire and Virginia Conventions were meeting at the same time, but New Hampshire ratified June 21 to be the ninth, then Virginia June 24, New York July 26, 1788, North Carolina November 21, 1789, and Rhode Island May 29, 1790.
