Does Tim charge by the piece or by the hour?
This varies according to what goes into creating your tattoo, since drawing your design, research and preparation takes time. If most researching of ideas (reference pictures, etc.) is compiled beforehand by the client, this will save time for Tim and reflect in the overall cost. Tim usually charges an hourly rate with a starting price for certain jobs (i.e., portraits). Rates are normally discussed during your consultation time.
