When systems repeatedly fail to respond to pressure from local advocates, we are contacted by local advocates to look into the situation. After several months of in-depth investigation and conversations with numerous local people, from service providers to legislators, we take a non-adversarial collaboration approach to see whether the state is willing to cooperate with us to bring about fundamental changes. When the threat of litigation is not enough to force change, we use an array of legal tools and outcomes â including class action lawsuits, consent decrees, remedial court orders or court-appointed receivership â to speed up reform or ensure adherence to previously negotiated agreements.
