Bush may have wanted to go into Iraq before 9/11 but he was not the only one. For 11 years sense the end of the first gulf war Iraq had continuously been uncooperative with the UN inspectors (required by the treaty ending the first war), acquiring missiles that were banned by the same treaty, and shooting at jets enforcing the No Fly Zone (required by the treaty as well). Many in conservative circles thought all of these violations is a slap in the face to US diplomacy. Iraq was telling us that they do not have to live up to their end of this agreement because we would not do anything about it, and at the time he was right. The American people did not have the political will to restart the war. After 9/11 the American people were more aware of the threats around them and now had issues with Iraq’s flagrant violations of this treaty.
