How are airlines going to be forced into being committed to better observance and reporting of the COB data?

0

Flights with a COB not being reset or having expired – without the aircraft having left the position or a delay report has not been received from the airline – will be moved back in the takeoff sequence by at least 5 minutes and planned in again. After having been moved back twice in the sequence the flight will be dropped from the takeoff sequence if not reporting the COB update or if the pilot does not report in time at the given target time. The flight is assigned a “standby” status. By way of a new COB input by the airline the flight will be entered once again in the departure sequence.
