No rising of Kundalini Shakti is not dangerous but when Kundalini activation without the knowledge of the person then it becomes dangerous as he would not know what to do. It is something like asking a lay man to do open heart surgery, he will not be able to do it. The flow of prana can only be understood by a person who has actually worked on it and then only he can reduce the flow to such an extent that it does not harm the person and the sadhaka is able to enjoy the awakening fully.
