Section 2 & Appendix Parents can fill out a Refusal of Service form (see question 6). Students who have completed this form do not receive ESL services but must take the English Language Proficiency Assessment (ELPA) annually until they receive a passing score or evidence of proficiency is established using another recognized measure (OAKS, DRA, IPT, etc.).
