What are the ACTFL guidelines?
The ACTFL guidelines and rating scale define skill levels for reading, writing, speaking, and listening that were derived from the skill levels established by the Foreign Service Institute and the Interagency Language Roundtable. ACTFL guidelines are used widely in the United States to define the levels of proficiency and performance required in the schools and universities.
