What are Counties, Kingdoms and Empires?

There are 5 Empires. In each Empire, there are Kingdoms consisting of several Counties. Typically, Counties of the same Kingdom and Kingdoms of the same Empire do not wage war against eachother, although the bonds between Counties in a Kingdom are almost always stronger than bonds between Kingdoms and an Empire. An Empire gives you a political status and specific bonuses, a Kingdom gives you a political status and close allies. A County is governed by a Lord, a Kingdom, by a King. The King of a Kingdom is the Lord with the most support (expressed by votes).
