How many OMCs have been licensed in the country and what are the criteria for granting such licenses?
Ans.: Prior to the establishment of the NPA, 28 OMCs had been duly licensed by the Energy Commission to operate in the country. The following are the NPA’s new criteria for the grant and issue of a Petroleum Product Marketing License: a. A detailed Business Plan. b. A corporate environmental policy culminating in the grant and issue of an environmental permit by the EPA. c. A Bank Guarantee issued by a reputable financial institution in the country, raised in favour of the Tema Oil Refinery (TOR), the value of which to be determined by TOR. d. A Bank Guarantee issued by a reputable financial institution in the country, raised in favour of the Customs, Excise and Preventive Service (CEPS), the value of which to be determined by CEPS, and e. Construct at least three (3) state-of-the art service stations for the sale of petroleum products. Such a station should have a minimum plot size of 100 x 80 sq. feet and must also have a lube bay, a washing bay, a mart, a vulcanizing centre equipped
