Is Horizon BCBSNJ a state agency?
No. Horizon BCBSNJ is an independent company organized under state law as a not-for-profit health service corporation. It is governed by a 15-member Board of Directors, of which the Governor of New Jersey appoints four members. Horizon BCBSNJ does not sell stock and there are no shareholders. New Jersey law states that “conducting the business of insurance” is one of the purposes of the health service corporation (N.J.S.A. 17:48E-1). Under its certificate of incorporation, Horizon BCBSNJ operates a health insurance business for the benefit of its members.
