Public libraries in the US tend to order from distributors such as BWI and Baker & Taylor (there are others as well). For special things in between the big major orders (which are done about once a month, depending on the library), they may buy occaisonally from places like Barnes & Noble or Amazon. Sometimes the library may have a standing order with a company like BWI. . . which for instance, if the library has worked this out, will send the top teen fiction releases every month automatically, but only if it’s been worked out. The books are definitely not randomly chosen. Sometimes libraries buy certain titles because one or several of their patrons asked for that book. Sometimes it is up to the descretion of the librarian to figure out and even anticipate what her/his patron group would like. Selection of books also depends on the library’s budget. Libraries may also get books from donations, etc.
