What is IPC reform?
The IPC was designed and developed for many years as a paper-based search tool. With the advent of electronic patent databases at the end of the twentieth century, The Committee of Experts of the IPC Union has decided that the IPC should be fully accommodated to the use in the electronic environment and has started IPC reform. It was launched in 1999 and its basic period was completed in 1994. The new edition of the IPC which entered into force on January 1, 2005, represented a first version of the reformed IPC. IPC reform is a multiaspect process including fundamental changes to the IPC structure, its methods of revision and application. IPC reform was supported by information technology projects IBIS and CLAIMS.
