u have to fone local animal shelter and get them to remove them into safe place if u kill them u will get the jail otters r protected species

Why in god’s name would you want to do that? Your neighbor is an idiot. Also, Otters are endangered and killing them could get you or your neighbor thrown in jail or at least heavily fined, which would be the least I’d do to either one of you if I caught you two killing them. Otters are very beneficial to the environment and help the ecology a great deal. They also add beauty, laughter and charm into our lives. If you want to relocate them, for some reason, contact your local Fish & Game Dept.

I would love to have otters. They are very intelligent and loving creatures. (although they can be naughty) Perhaps I should offer you some money to kill your neighbor. If he really doesn’t want them, why does he not phone the zoo. They might take the animals or give him professional advice.
