What are minimum DoD Area Tours, and what is OBLISERV?

The Department of Defense (DoD) sets minimum time periods that members must be stationed at an overseas location for them to qualify for a government move to that location. Members whose PRDs would otherwise cause them to detach prior to meeting the minimum DoD Area Tour restriction will either: Detach at their PRD, not receive a government move, and not move their dependants, OR May be given the opportunity to extend their PRD so as to remain in Japan long enough to meet the minimum DoD Area Tour requirement. Meeting that requirement allows them to qualify for a Homeport Change Certificate, which is the document that authorizes a move of household goods and/or dependants. The DoD minimum area tour for unaccompanied moves is 24 months, and for accompanied moves is 36 months. These periods have been factored into the requirements for obtaining a Homeport Change Certificate, which are specified under the Moves and Housing tab.
